SO IT HAPPENED!
THE MINISTRY OF INTERNAL AFFAIRS OF UKRAINE, BY ITS ORDER DATED 05.12.2019, NO. 1021 APPROVED THE “PROCEDURE FOR APPROVING PROGRAMS FOR THE SUPPLY OF FIREFIGHTING EQUIPMENT, ORGANIZATION OF CONTROL OVER THE WEEKEND”.
Let us consider what changes and innovations this Order brought us.
CHANGE NUMBER 1.
Finally, there is now a clear definition of what is work with increased fire hazard.
Many of us know that workers engaged in jobs with increased fire hazard must pass the fire-technical minimum. But almost no one until this moment had a clear idea of what kind of work this was, which opened up unlimited scope for the flight of imagination of representatives of regulatory bodies.
Now we know who these people are.
Practitioners who are busy with robots with an indispensable winter holiday – practitioners who need to have robots in places, bureaus and other installations with a category of vibrant, fire, Apez, A, B, E, B, gas-assisted robots and robots with a quick return, as well as the best practices, there will be a great need for additional knowledge and the need for a secondary winery.

CHANGE NUMBER 2.
The procedure determines who the “planting individuals” are, who need to conduct training and knowledge testing on fire safety once every three years:

These include the head of the enterprise (since he is responsible for the enterprise as a whole), and persons responsible for fire safety, if this responsibility is spelled out in their job descriptions or assigned to them by order of the head.
CHANGE NUMBER 3.
The next moment. The procedure for conducting training, testing knowledge on fire safety issues and briefings is established by the ORDER of the head of the enterprise. Creating your own internal provisions is not required.
LIST of posts should also be drawn up and approved by the company managers, upon appointment to which officials should undergo training, knowledge testing on fire safety issues and briefings (indicating the frequency of their passage).
CHANGE NUMBER 4.
We turn to a more pressing issue, namely, the procedure for conducting fire safety briefings.
There are no changes in the types of briefings, they remained: introductory, primary, repeated, unscheduled and target.
First, let’s see who has the right to conduct fire safety briefings. They are entitled to be carried out exclusively by OFFICERS who have been trained in fire safety.
That is, for a simple employee, after having previously bought him a “crust” in PB, conducting briefings now will not work.

CHANGE NUMBER 5.
Now the Order establishes to whom and what briefings are conducted. We analyze in more detail.
Introductory briefing – conducted with all employees hired, as well as with persons who arrived at the enterprise on a business trip, for industrial practice (training), etc. and must participate DIRECTLY IN THE PRODUCTION PROCESS.
As you can see, it is not required to conduct introductory briefing to contractors who are involved in performing work not related to the production process (couriers, builders, etc.).
Introductory briefing is carried out on the basis of the rules, instructions and other legal acts in force in the enterprise in a room specially equipped for this purpose. Please note that the question of how the room should be equipped is not specified. And this, unfortunately, opens up scope for the flight of thought of representatives of the CSN.
Initial briefing – conducted directly at the workplace prior to the start of production activities of the employee.
- persons hired;
- workers transferred from other structural divisions, production sites of the enterprise;
- persons who arrived at the enterprise who should be directly involved in the production process, repair, construction and installation, painting, welding and the like (here, builders already have to conduct initial training. Where is the logic? There is no logic.);
- pupils (students) during practical training (training), as well as before conducting practical classes with them in training workshops, laboratories, etc.
Repeated briefing – held at the workplace with all employees at least once a year.
Unscheduled briefing – carried out with employees at the workplace or in a specially designated room:
- in the event of a change in the technological process, the use of new or replacement or modernization of existing fire hazardous equipment;
- at the request of officers of the DPSN or its territorial bodies, if unsatisfactory knowledge of fire safety rules at the workplace by employees is revealed, inability to act in case of fire and use primary fire fighting means.
Targeted briefing – is carried out with employees before they perform temporary hot work (welding, heating, etc.), during the liquidation of the consequences of an accident, natural disaster. Nothing new here either – we draw up an admission outfit for temporary hot work, we conduct targeted training. I remind you that the form of the permit for temporary hot work is given in the appendix to the Fire Safety Rules in Ukraine.
All briefings are recorded in the journal, the form of which is given in the appendix to the Procedure. I want to note right away that this is the usual form of a magazine for us from the previous Regulation on the conduct of special training in fire safety.
Workers who have undergone special training (fire-technical minimum) may be exempted from introductory and initial briefings.
I want to note that the Procedure does not oblige to develop training programs, but it obliges them to develop a Resolution of the Cabinet of Ministers of 06.06.2013 No. 444.

Now the officers of the DPSN have the right to check the quality of the briefings during the checks. And in case of ignorance, send employees for unscheduled instruction. Hopefully, this will force officials to approach the briefings not formally (as usually happens), confining themselves to collecting signatures in the journal, but to organize normal fire safety training
